are legally defined as lobbyists and required to register and disclose how much money they spend in promoting their causes. But there are at least two other categories of pressure groups on the hill who are lobbyists in everything but name.

One such category represents the state agencies. Many departments, bureaus and divisions of the Commonwealth dispatch emissaries to the Capitol to protect their bureaucratic turf, and more especially to safeguard their slice of the budget pie.

They are required to file their names with the Secretary of the Commonwealth, but no financial disclosure is involved.
