All regulations in the code comply with the General Assembly’s mandate that the USBC “protect the health, safety and welfare of the residents of this state and therefore of those of Rappahannock County," Dishner’s letter continued.
His letter noted that Rappahannock has ignored required procedure for some time: “Our files indicate that the problem of enforcement in Rappahannock County has been in existence since 1975. The problem is a serious one which represents a threat to the health and safety of the residents of your county.”
