Preventive maintenance on secondary roads, not new construction or rebuilding existing roads, will be stressed in the draft of Rappahannock’s comprehesive plan’s chapter on transporation.
“The pendulum of importance...has swung towards the primary roads, rather than the secondary roads,” stated planner Newbill Miller at Tuesday’s meeting. In the comprehensive plan, he suggested including a statement stressing “preventive maintenance and correct engineering techniques” to counter balance the highway department’s shift in emphasis to the primary road system.
Miller’s proposal came in response to a recommendation from John Capelle, executive director of the Rappahannock-Rapidan Planning District Commission. Capelle first suggested that improvements covered in Rappahannock’s six-year road plan be recorded in the text of the comprehensive plan “as what the county would like to see completed.”
