highway department talks about roads “they can completely fix,” Miller replied. “We’re talking about maintenance,, not rebuilding roads,” he said, adding that the priorities in the six-year plan are not necessarily the same priorities that the planning commision sees.

"The six-year plan is already a fact,’’ Miller continued, noting that it has been accepted by both the county supervisors and the state highway department. The six-year secondary road plan should be put in the comprehenrive plan as what IS going to happen, not what the planners want to have happen, he added.

“Some of these secondary roads need engineering expertise as much as they need maintenance,” stated planner Walter Masterson. He said that tons and tons of gravel have been wasted by being dumped on roads that were poorly engineered in the first place.
