changed their minds. “Well, we’ve just found the place where most of the debate will be,” chuckled Miller.

Facility Needs

Capelle reported to the planners on responses from county agencies and departments as to what facility needs they anticipate in the future:

The school board plans capital improvements but on existing property, not at a new location. The county water and sewer authority projects completion of the Sperryville sewer system, development of a central water system in Sperryville and a central sewer system in the town of Washington.

Library board members expect to upgrade library services and will need additional book storage space but will expand only at the existing library site.

Neither the health department nor any branches of county government foresee building needs. SherifF W. A. Buntin noted that Rappahannock uses Fauquier County’s jail for prisoner detention but anticipated no problems in continuing this contractual arrangement.

The planners agreed to list the anticipated facility needs in the draft comprehensive plan as they were submitted by the different agencies.

Before adjourning, the planners retired with commonwealth attorney Douglas Baumgardner to a half hour executive session on performance of personnel and consultation with legal advisor. Returning to open session, they authorized Baumgardner to confer with the supervisors regarding the procedural aspects of C. E. Johnson’s application for an agricultural and forestal district, the First (such district in the county.
