members trom appointment by the current three-member board of electoral trustees, themselves appointed by a circuit court judge since retired. Voters will mark ballots “yes” or “no” on having school board members elected by the board of supervisors, the only option available under Virginia law to appointment by electoral trustees. If the referendum passes, upcoming vacancies in Piedmont and Jackson Districts will be filled by the board of supervisors. Terms for Beverly Massie in Jackson and Allen Stokes in Piedmont expire as of June 30, two weeks after the referendum.
According to commonwealth’s attorney Douglas Baumgardner, the electoral trustees can act on the vacancies at the trustee’s May 5 meeting although the appointments for Piedmont and Jackson District will not be valid if the referendum is approved. Should the trustees adopt a “wait and see’’ attitude, delaying action until after the vote on the referendum, it could become the supervisors’ responsibility to validate the challenged appointments in Wakefield and Hampton Districts as well as to fill the two vacancies.
Assuming the referendum passes, the present members of the board of supervisors will fill two additional school board seats where terms expire before the next supervisor elections in November, 1983.
If the electoral trustees carry through on their advertised intention of confirming last year’s appointments, Robert Eastham’s term as Wakefield representative will expire June 30, 1981. Walter Masterson’s term in Stonewall-Hawthorne will run out June 30,1982.
The next supervisor elections will preceed the expiration of the school board term in Hampton District.
Appointments of electoral trustees C. E. Johnson, Jr., Granville Eastham and Christine Johnston will expire in July, 1982.
