Already Meeting Minimum
School board member Robert Eastham maintained that the budget approved by the board already exceeds the per pupil spending level set by the state. According to Eastham, the proposed budget for 1980-81 breaks down to per student expenses of $1,289.4^ for basic education. “There’s no way you can say we’re not meeting the $1,075 (SOQ Minimum), regardless of capital outlay,” he argued.
Eastham said he'd repeatedly tried to get a clear cut formula from the superintendent to determine the level of per pupil expenditure in the proposed budget. According to Eastham, Bloomer didn't supply him with the information until Thursday evening.
