He explained that he’d initially proposed spending additional funds for a single modular unit, relying on getting a waiver fiom the state department of education to allow the money to be counted towards per pupil expenditures for basic education.
In his arguments to Richmond, Bloomer said he’d noted that the modular unit must be purchased to house students in self-contained learning disabled classes currently served at Piedmont regional school, pespite the immediate need for the trailer, the state department turned down the waiver request, Bloomer said.
“In other words, you still have to spend $38,950,” supervisor Hubert Gilkey noted.
“Right—it has to go in the operational portion of the budget,’’ Bloomer replied. '
Luke asked if an argument could be made for keeping the learning disabled students at Piedmont for another year since the regional school notified the local board only six months ago that the youngsters will have to be taken care of here in 1980-81.
