Under the program, the difference between use value tax and tax on fair market value is deferred. If a landowner receiving the special assessment tax changes the use of his property to a nonqualifying use —by developing an apple orchard into a subdivision, for instance—then ' the deferred taxes become due for a rollback period of five years. In addition, the landowner is charged eight per cent interest on the deferred taxes, a rate which may be increased by the General Assembly.
