"We’re not getting any closer (to an unqualified audit). I do not know why it is taking all this time. We asked Dr. Bloomer to promptly bring us an estimate of what it would cost to put (the necessary controls) into place," said Eastham, noting that the controls must be instituted by November in order for the accountant to give an unqualified audit for the current school year. “I do not believe (the complete audit) is desired in some quarters,” he said. “We’re not getting any closer to it."
Bloomer said that Nicholas promised to forward all information in time for the superintendent to make his report at the board’s December meeting. He added that the accountant will be able to conduct an unqualified audit for the period of time beginning when new controls are instituted. (The controls center on having at least two individuals rather than one involved at every stage where money is handled.)
Eastham moved that the board instruct Bloomer “to complete whatever is going on between he and Mr. Nicholas” and present a report at the December meeting.
