To the editor:
The economic and other troubles perceived in our nation and our government have not been occasioned by American workers or women, children or the elderly, the unemployed or students, the ill or mass transit users, artists or public broadcasters. The idea that President Reagan has that these groups should somehow be made to pay for inflation and economic depression is absurd. Federal costs which can be squeezed from them can do much human damage. They cannot produce economic prosperity nor halt inflation.
Most citizens do not know that Social Security and other trust fund taxes for decades, anc up to recent times, were vastly in excess of the programs’ costs. As late as 1975 (the last year for which I have a Federal Budget), the estimated receipts of all trust funds in excess of expenditures was S8.4 billion, of which S2.62 billion was anticipated from Social Security taxes. Trust fund taxes, pouring into our treasury, masked and alleviated federal defecit spending to fund military expenditures. Talk about the Social Security "problem” nnlv heoan when
