Delegate Raymond R. “Andy” Guest, Rappahannock’s representative in Virginia’s House, batted a thousand this year as all ten measures which carried his name as chief sponsor passed by lopsided margins.
Most were noncontroversial pieces of legislation requested by law enforcement groups; only two—one relating to farmland preservation and the other to detoxification centers—can be expected to have statewide impact.
Guest sees his bill that establishes a detoxification center program as the most significant legislation he sonsored in 1982's 60-day Assembly session. Under the bill, a person facing arrest for being drunk in public can choose between voluntarily going to a detoxification center or being arrested, charged and held in jail. As (Continued on Page 2)
