He also criticized the Game Commission's licensing procedures. “Allowing a person to get a hunting license without passing a test is just as dangerous as letting someone drive a car without a license...If they had to pass a test, they’d know better than to shoot toward the highway and houses. They think that just because they have a hunting license, they can shoot anywhere.”
Eastham took exception to Atkins’ proposal for testinj, arguing that requiring a test for a hunting license will constitute an infringement on the Constitutional guarantee of the right to bear arms. “But why can't they shorten the season here?” he asked. If Rappahannock's deer population is too big, then it can be controlled by increasing the bag limit, according to Eastham.
“I think the Commission would look favorably (on a request for a shorter season here) if the majority of Rappahannock's citizens wanted it,” Cross stated.
In acting on the county’s request for an equalized deer season, Charles Foster reported, the Game Commission chairman said that hunting time here couldn’t be shortened because of Rappahannock’s excessive deer population.
If anyone doesn't believe that the county has a problem with too many deer, Foster suggested that fhe doubters check the damage done by the animals to orchards in Flint Hill.
