Governor’* Impact
Guest noted that a large number of Democrats in the General Assembly had entered office during Republican administrations. “This year, they had a governor from their own party for the first time and they weren’t quite sure what to do with him.”
He added that Charles Robb's lack of legislative experience presented a handicap. “I expect that by the next session, he will be more actively involved and the Democrats will have a better idea of how to work with the Governor.”
Guest said last week that he expected his district delineated in the Januarv redistricting proposal —Rappahannock, Waren, Clarke, northern Culpeper and western Fauquier—to be unchanged by then still unfinished wrangles over redistricting. “Theoretically, the only areas still under contention are Norfolk, Newport News, Hampton and Portsmouth. Everyone else—we think—is nailed down." He predicted that Tidewater would be changed from a single five member district with representatives selected at large into single member districts when the General Assembly went back into special session later in the week and noted that the change could create a potential for losing three Democratic committee chairman in primary races. Majority leader Thomas Moss of Norfolk (chairman of Corporations, Insurance and Banking), Geaves Manning from Portsmouth (chairman of Counties, Cities and Towns) and Dick Bagley of Hampton (chairman of Appropriations) “could be defeated in primaries depending on the racial balance of the new districts,” Guest said.
