Assembly Posturing
Guest was critical of what he described as “posturing” by legislators, particularly Democrats, in the past session of the General Assembly. Specifically, he maintained that it is unfair to local governments for the legislature and Governor Robb to take credit “for the good things done for teachers.” By increasing the aniount of basic aid per pupil allocated to localities and suggesting that the extra money be used to jump teachers’ salaries by ten percent, members of the General Assembly were trying to help Robb keep his campaign pledges, according to Guest. But in lumping additional funds with basic air, the Assembly put an unfair burden on localities since they must match that money, he said.
