He indicated that Winchester will probably seek grant money since federal funds for that city's center have dried up. “I hope Front Royal applies as well,” he said.
Lopsided Margins
As lopsided margins of support indicate, Guest’s other bills sparked little controversy in the Assembly. The cumulative vote on nine pieces of legislation which had the Front Royal farmer and businessman as chief sponsor was 815-53 in the House and 343-2 in the Senate.
One of his bills allows counties to establish memorials to veterans of the Korean Conflict and Vietnam War. Guest explained that a group in Front Royal had approached a judge with a request for a monument at the courthouse to Vietnam veterans. “The law specifies memorials may be erected for World War I, World War II, the Civil War, the Spanish American War but it was silent on Vietnam and Korea,” he said.
Other legislation sought by the sheriffs’ association and state police and sponsored by Guest includes bills that (1) outlaw manufacture or possession of “jack rocks” (spiked metal devices used to puncture tires), (2) outlaw removal of identification signatures etched into personnal property as protection against theft and (3) prohibit delivery of marijuana to prisoners.
Guest noted that supplying prisoners with marijuana is already illegal but that law enforcement officials felt stiffer penalties were needed since the drug has been removed from the list of Class II prohibited substances.
Guest also successfully sponsored legislation to: —exempt vehicles sold at auto auctions from pre-sale inspections, .—require state agencies to consider preservation of “important farmlands” when planning new or expanded facilities, —require state police to provide inspection stations with lists giving kinds of seat belts and safety harnesses called for in different model cars, —clarify weight limits on "for-hire” trucks.
