(2) his attitude and actions do not reflect the team approach to working with the board and administration that the superintendent seeks,
(3) Wingfield has not shown good judgement in keeping the superintendent informed in a timely manner on matters cf concern,
(4) he has shown a lack of initiative and flexibility and poor professional judgement,
(5) he has not adequately supervised the high school staff.

Fontaine also read a letter from former Rappahannock superintendent O. A. Norton who worked with Wingfield during 11 of his 16 years as RCHS principal. During that time period, Norton stated, Wingfield had to deal with increased enrollment, complete integration of the high school, changing social values and a substantial increase in the number of programs mandated by both state and federal government. In doing so, the former superintendent said, Wingfield consistently exercised sound professional judgement and leadership.
