The lock-up has eight double cells, two to a cell block with two cell blocks entered through a single door on each floor. Any dead end corridor must have a second exit, Bottley said. Exits could be added to the cell blocks by putting in a second door through the correctional officer’s residence. The residence would have to be converted into a multipurpose area including a day room for inmates and an area for receiving visitors upstairs with administration offices and dispatch center downstairs.
Since the additional exists from the cell block will have to go through the area where show heads are now placed, a small room on the second floor of the lock-up would have to be converted into a double shower.
According to Bottley, the kitchen in the residence adjoining the lock-up will need extensive renovation in order to meet criteria for food service. As an alternative, he recommended that meals for prisoners be supplied by a local restaurant.
The outdoor perimeter of the residence would have to be secured with bars added to all windows. An outdoor exercise area will also have to be added in order for minimum jail standards to be met. “For health purposes, inmates need exposure to fresh air and sunshine. That will require nothing more elaborate than a fenced area.” Bottley said.
