If the district cannot be listed because a majority of owners objects prior to the submission of a nomination by the State, the State Historic Preservation Officer shall submit the nomination to the Keeper of the National Register for a determination of the eligibility of the district for inclusion in the National Register. If the property is then determined eligible for listing, although not formally listed, Federal agencies will be required to allow the Advisory council on Historic Preservation an opportunity to comment before the agency may fund, license, or assist a project which will affect the property. Comments must be received before the State Review Board considers this nomination on December 14, 1982. a copy of the nominations and the criteria under which properties are evaluated are on file in the State Historic Preservation Office and will be made available upon request.

The boundaries for the Sperryville Historic District are defined as follows: to the north by the Thornton River; to the south by a public access road and by the rear of the property lines of buildings fronting on Routes 522 and 1001; to the west by route 211 and to the east by a line that coincides with the position of the highway sign on Route 522 identifying the town of Sperryville. The properties within the district are found on Plate 38 A in the Rappahannock County Commissioner of Revenues Office and Plage 38 for the Totten Mill House.
