The House of Delegates’ position prevailed in conference, since the House budget contained money for the three projects. The Senate budget only called for money for the Gloucester jail.
Rappahannock’s proposal had been in the 1983-84 state budget but was cut last year at the direction of Gov. Charles S. Robb, who was forced to make reductions to the state budget to account for an estimated $305 million revenue shortfall.
