Rappahannock School Board listened to Superintendent Robert Estabrook present a school budget $197,000 over the 1982-83 allotted budget last Tuesday night. In the meeting, characterized by chairman Beverly Massie as an opportunity to ask questions bqt not to provide comments or express opinions by board members on line items, attempts at discussion by Wakefield member Robert Eastham were quickly silenced.

The $2,528,315 budget includes the $21,000 request for an architect’s design and cost analysis of building program presented at previous meetings by the superintendent. (At last week’s meeting, Rappahannock parent Charles Eldred requested that this amount be figured in the 1983 budget even though discussion of the building program was tabled until May. Failure to include the amount in the 1983-84 budget would effectively table it for several years,
