When the Culpeper shelter is filled, the volunteers have a reciprocal agreement with the Rappahannock Council on Domestic Violence to use the shelter in Fredericksburg.
The Lord Fairfax Planning District’s Council on Domestic Violence and the Warren County Council on Domestic Violence operate the shelter in Winchester for victims in those areas plus Clarke and Frederick Counties.
Mary O’Meara of Slate Mills helped organize the shelter in Culpeper and was
