Next week, Governor Charles Robb is expected to make his announcements of funding awards in the latest block grant cycle. Sperryville and all of Rappahannock County is awaiting word. Completion of the sewer project that will clean up the pollution in the Thornton River hinges on that block grant.
The Rappahannock’s Water and Sewer Authority has put in long hours on the $500,000 block grant application and an already approved funding request for $1.4 million from the federal Environmental Protection Agency and the State Water Control Board. But the real work will begin when — and there’s still an “if’ — the block grant is awarded, according to John Capelle, executive director of the Rappahannock-Rapidan Planning District Commission who assisted with both grant applications.
At that point, the informal and relaxed Water and Sewer Authority meetings will have to be conducted by the books. The members will be charged with administering about $2 million in state and federal funds. Some of the work will be charged
