DeBergh said that this concern was shared by hollow residents who are familiar with the river and note that it slows to a trickle during summer months as it rises from its headwaters in the mountains above.
“So in the summer, the river would consists almost entirely of treated or very possibly untreated waste,” DeBergh said.
The situation in Front Royal has been allowed to exist because it already existed, DeBergh continued. “But here, we have a chance to stop it before it starts.”
