First, I want to thank the Board of Supervisors and Mr. David Konick for realizing that Mr. Snead’s project needs to have many questions answered. His Rappahannock Group Home will be the largest development in the history of Rappahannock County, to the tune of $6,000,000.00. It will increase the population of Hampton District by 10 percent and the county by two percent. His project, as I see it, will be as large as a hospital serving 120 to 200 patients.
As for the proposed sewage discharge into the Rush River; the usage for water per patient per day, according to the Virginia State Health Department, is 200 gallons. With just 120 patients, this creates a discharge flow of 16.5 gallons per minute and not the 10 gallons per minute as stated in the June 7, 1984 issue of the RappaMarmock Newt by Mr. Snead’s private hydrogeologist. This means a minimum discharge at 24,000
