He said he voted earlier this year for the first part of a $150 billion deficit reduction plan, which combines revenue increases with domestic and defense cuts, and which he called a “down payment" on the mounting federal debt.

Warner acknowledged that President Reagan had not cut the budget to the extent that he had hoped.

“The only thing we’ve achieved under Ronald Reagan is a slowing down of the rate at which government programs have been growing,” Warner said. “There are more dollars in the food stamp program today, (in) Medicare and Medicaid, than when Ronald Reagan came into office.”

When asked if Reagan had failed to adequately cut the federal budget, Warner replied, ‘This is a big ship to turn around in the middle of the ocean. He’s the first to admit that he wished he had achieved more.”

The president “has set tougher goals but the Congress has not backed him up," Warner said.
