The senator, citing Reagan’s recent statement that he would raise taxes “only as a last resort,” said he agreed with that.
Warner also called for a “simplification” of the federal tax code, to try to address the “fairness issue.”
He said the complex tax code needs to be simpler “so that individuals can understand it” and “perceive it as being fair.”
Warner said he feels the president’s policies have been fair. “But it’s like an old sergeant said. ’Lieutenant, it ain’t what the facts are, it’s what the people think they are.’”
Somehow, he said, changes are needed to “eliminate this thought that a handful of people are prospering in a manner that’s inequitable to others. ”
He declined to support any specific proposals for simplifying the tax code, saying a study on the subject by Treasury Secretary Donald Regan is still pending.
