“But then my tenant wanted to operate a small office there. I found to my surprise when he applied for a permit that I have been illegally operating a multi-family dwelling. So I’m very interested in your decision here.”
Davis’ testimony brought laughter to the courtroom, but her and other references to a “vendetta” and “vengeance” brought Diane Kidwell in front of the board to speak for her motives in pursuing the complaint against Salto ns tall.
(Kidwell was found not guilty of murder charges stemming from a November 1982 incident when she shot Ranee Spellman, Saltonstall’s farm manager during a right-of-way dispute.)
“I hear talk here of vengeance and revenge,” said Kidwell. “It’s unfortunate that my complaints are against Mrs. Saltonstall because of past incidents. But I would pursue this appeal if it were against anybody. I have to live here and face the potential of many multi-family units built on Saltonstall’s four parcels.”
BZA member James Swindler said that he could not participate in any decision of the BZA in this matter since he did not have a ruling yet that it was within their jurisdiction.
The other board members asked for a transcript of the lengthy presentations and promised a decision at the next meeting.
In other business, the board:
•Approved a special use permit for Aileen H. Laing of Amissville for a bed and breakfast establishment on Route 643.
•Approved a special use permit for Carson Johnson of Sperryville to construct a second single-family dwelling on a lot on Route 600 and 643.
