The bill to create a new town charter for Washington has run into some problems in the General Assembly’s Committee on Counties, Cities and Towns. Those problems and their possible solutions were discussed by Washington’s Town Council in a special session on Thursday, January 24.
The Council’s attorney, Doug Baumgardner, told Council members that he had spoken to Senator Kevin Miller, his legislative assistant, Delegate Raymond R. “Andy” Guest’s legislative assistant and to Clem Conner, committee counsellor. “It appears that there is a real problem with several provisions of the bill as it was originally submitted,” said Baumgardner. “The committee acknowledges that they have the power to vary some of the things that the Council is asking them to vary, but they do not like that practice.”
Baumgardner told the Council that the provisions cited as being problem areas were the provision prohibiting any property tax in the town and the provisions giving Council the power to act as the town’s board of zoning appeals and planning commission. Baumgardner said that he had gotten conflicting views from the Senate side and the House side over the provision
