We often hear people complain that government does not include the People, that it does not allow for much citizen participation. Is this true? Or is it just an easy complaint, heard most often from those who are not really interested in participating anyway?
Some say that government in Rappahannock is controlled by a few powerful people. This criticism is vague. It can mean that the county is run by a corrupt, self-interested few. Or it can mean the opposite: that the county is run by an energetic group of people, devoted to the cause of good government. So which is it in Rappahannock?
