think that it would be foolish not to get the charter bill passed for two reasons,” said Council member Newbill Miller. “One is what I feel to be the invalid nature of the existing charter, and number two is the lack of a specific boundary between Washington and Rappahannock County.” The charter bill includes a boundary agreement between the town and the county.
The Council decided to consider each problem area individually to determine whether to accept the committee’s recommendations, to try to negotiate the points or to reject the changes. The recommended provision that would empower the Council to pay the town treasurer above the amount for other council members was accepted unanimously by the Council.
The provision on property taxation had caused the biggest problem in the committee said Baumgardner. Baumgardner told the Council that the committee’s concern with the prohibition of a property tax for the town was over the binding nature of the provision on all future town councils. The Council approved a motion that if the committee will not allow the provision, then the repeal of the provision is accepted.
