concerning the town treasurer. The Senate side questioned that the treasurer is a voting member of Council.
“I explained that that is the way we had been doing it for years, and that it may go all the way back to 1894 for all we know,” said Baumgardner. He said that the House side had told him that they could accept that the treasurer is allowed to vote as long as a provision is inserted that the treasurer could be paid above what the other council members receive. The committee had also struck out a part of the charter bill that made valid all of the past actions of the Council in zoning matters. Baumgardner said that he objected to that since that could make variances issued by past councils to citizens of the town illegal, and that he had been told the language would be re-inserted in the bill.
Three options that the Council could consider were listed by Baumgardner. He said that Council could send someone to Richmond to negotiate the points, withdraw the bill or authorize the changes in the bill that the4 committee wanted. “I would point out to you that to continue to rely on the 1894 charter is something that I would consider to be dangerous given the fact that it doesn’t include some essential powers,” said Baumgardner.
