January 24 meeting of the Planning District 9 Commission (PD 9), informed the Board of his visit to the Harrisonburg plant and presented the notion of a joint-county arrangement with that facility. Latham summed up his presentation to the Board by saying that a waste-to-ener-gy facility such as Harrisonburg’s would “kill two birds with one stone - it would dispose of waste and create energy.”
A combustion expert at the meeting raised an objection to the ideal picture of energy-conversion drawn by Latham. While admitting that the concept of energy-conversion was worthwhile, the expert cautioned that the “impact on the environment may be severe.” He cited the problems of pollution that accompany incineration. To this charge Latham responded by citing the availability of filters, which the Harrisonburg plant uses.
Overall the Commissioners approved the waste-to-ehergy cbncept, but none were prepared to make a commitment to do anything about it. The
