government. Public officials are in the driver’s seat while we, the People, sit in the back seat. And everyone knows how easy it is to criticize from the back seat, where no mistake can be made.

On the other hand, we all know how bad some drivers can be. They can deserve worse than criticism, namely a revoked license.

Recently in Rappahannock groups of citizens, motivated by opposition to government, have emerged from the background to play a leading role in the management of county affairs. The Concerned Citizens of Rappahannock County (CCRC) is one such example, the signing of a petition by 1300 citizens opposing the lack of a provision in the proposed zoning ordinance is another.

Does this type of activity by citizens indicate that government is, or is not, working?
