In passing out copies of the proposed lease at Monday’s board meeting, Commonwealth’s Attorney Peter Luke noted that the Humane Society’s representatives had reviewed the agreement and suggested that hours of pound operation be specified in the lease instead of just stating that hours will not exceed 18 per week. He added that Mr. Klein wanted those hours scheduled in the afternoon. The supervisors set Tuesdays and Thursdays from 4 to 6 p.m. and Saturdays from 10 a.m. to noon as times when the shelter will be open to the public. They also agreed that, upon request, dogs will be kept longer than the five days specified by the state so that owners will have a chance to visit the pound to reclaim a lost animal.

Mr. Luke reported that the county can get liability coverage on the leased shelter as an insured site. In addition, he noted that state law provides for — but does not require — a pound adoption program. “You can add that later, after this suit is cleared,” he told the supervisors.

“The situation is in limbo. The investigation is continuing,” reported Trooper R. A. Baines, referring to his investigation of the fatal accident on July 28 on Rt. 211 in front of the Farmers Co-op.

“This is not going to be resolved in a few days,” the trooper continued. There are still some questions to be answered, he said. “Charges are pending” as a result of the accident, Trooper Baines added.

Two of the accident victims are still patients at the University of Virginia Medical Center. Lilupi Sevak, 38, is listed in good condition, according to Administrative Resident Maureen Nuschke. Zarine Gautan, 35, has been transferred out of the Intensive Care Unit and is listed in satisfactory condition, Ms. Nuschke said.
