The plans submitted to Richmond show:
• A 150-foot buffer zone around the perimeter of the landfill; the DepartrflPnt of Waste Management requires at least a 50-foot buffer.
• A synthetic trench liner 60 millimeters thick; the state requires a thickness of 30 millimeters.
• A three-foot cushion of soil between the trench liner and the first deposit of trash; the state requires a one-foot cushion.
