• Two upgradient and four downgradient wells for water sampling; the state requires one upgradient and three downgradient wells as a minimum.

• A distance of more than 1,000 feet between the actual fill area and any publil road; the state requires 100 feet.

• A distance of more than 1,000 feet between the fill area and the nearest well, spring or other drinking water source; the state requires 500 feet.

In response to concern over the impact of the landfill on groundwater, the fill area has been moved back so the spring on the site is now outside the 8.6 acres proposed to be permitted in Phase I, Mr. Joyce said. Other features that go “above and beyond the minimum standard of care" set by the state include a subdrain detection system to give an early indication of any problems under the trench liner and disposal field elevations no higher than the site's natural elevation so as to avoid "visual pollution," the engineer said, adding that the final grade will leave the site with “a gentle, rolling slope."

According to Mr. Joyce, Phase I of the site's development will take care of the county’s trash for 10 to 12 years, based on the current waste volume of 15 tons per day. Under the state's current policy of permitting only enough area for 10 years of waste disposal at a time, Phase II — expected to provide another 20 years of trash capacity — will be permitted by the Department of Waste Management in two stages, Mr. Joyce told the supervisors.

The 60 mil. liner, which costs 85 cents a square foot compared to 73 cents for a 40 mil. liner, is textured on the portions to be used for slopes so as to provide a resistant surface to prevent soil slippage. The initial garbage “cell" of 63,000 square feet of liner is projected to have a two to three-year capacity; additional liner will be overlapped and welded to the first section and the entire seam length vacuum tested to ensure against leaks, Mr. Joyce said.
