Because of my position on the Senate Armed Services Committee as the senior Republican, as well as my previous service as Secretary of Navy, I am understandably most often associated with the military side of the “guns vs. butter” appropriations debate that rages annually in Congress. But in the larger scheme of things, I am as interested in health care and the elderly as I am in battleships and arms control.
Last fall, both houses of Congress approved the most significant expansion of the Medicare program since its inception two decades ago. The final version of this “catastrophic health care" legislation is still to be resolved, but it seems clear that Medicare will grow to cover unlimited hospital care as well
