“What I’ve seen so far is good,” said Supervisor Ellis Bingham of the final design plans for a landfill on the county-owned Stover tract near Amissville. “But if it’s going to work as you have designed it, we need to make sure it’s operated properly," he told engineer Leonard Joyce.
“That is a critical part,” Mr. Joyce agreed.
As the engineer led the board members through a series of 30 maps at last Wednesday’s special meeting, he pointed out that the plan calls for fill in the initial disposal trench to proceed in a set pattern so as to minimize equipment traffic — and added pressure — on the 60 milimeter thick polyethelene liner. In addition, the waste isn’t tossed haphazardly into the trench but rather light household trash is to make up the first layer, with debris on top of that.
The engineer noted that his firm can train a landfill operator, or the county could opt for some other instructional program.
“We need to get a professional heavy equipment operator to start with, then teach him how to handle garbage,” said Supervisor Charles
