To collect leachate (water that percolates through the solid waste, picking up potentially toxic contaminants), piping will be laid on top of the liner to carry the liquid to a 15,000-gallon precast concrete septic tank, Mr. Joyce noted. “There’s no escape, no discharge (of leachate).” And those same pipes will serve as vents for gases produced by the decomposing waste, he said.

“When do we have to worry about getting rid of the leachate?” asked Jackson District Supervisor Ellis Bingham.
