John 0. Marsh Jr., Secretary of the Army and former Virginia Congressman, will be the 1988 recipient of the Outstanding Virginian Award at ceremonies May 14 at the Northern Virginia 4-H Educational Center in Harmony Hollow, south of Front Royal.

Secretary of the Army since January 30,1981, Mr. Marsh has served longer than any person to hold the position since it was authorized in 1947.

Bom in Winchester, Mr. Marsh attended public schools in Harrisonburg. He enlisted in the United States Army and was commissioned from the OCS in 1945 at the age of 19. He served with the United States occupation forces in Germany. He is also a graduate of Parachute and Jumpmaster School at Fort Benning and holds Senior Parachutist Wings.

After the war, Mr. Marsh attended Washington and Lee University and in 1951 received his LL.B. degree. He was then admitted to the Virginia bar and began law practice in Strasburg.
