House of Representatives from Virginia’s 7th District. In 1966, while a member of Congress, he voluntarily served a month’s active duty with the United States Army in South Vietnam. In 1970, he returned to the private sector and resumed his practice of law, but soon returned to federal service in 1973 as the Assistant Secretary of Defense for Legislative Affairs.
In January 1974, he became Vice President Ford’s Assistant for National Security Affairs, then counselor, with cabinet rank, to President Ford, a position he held through the Ford administration. From 1977-1981, he returned to his private law practice.
He served in the 116th Infantry Regiment, the 29th Infantry Division and the State Headquarters Detachment to the Virginia National Guard from 1951 to 1976, retiring with the rank of lieutenant colonel. Prior to his National Guard service, he was a member of the Army Reserve. He also served on the board of visitors of the Virginia Military Institute.
