the Friends of Old Route 211 — that the draft environmental assessment of the dual-laning does not meet federal standards — the federal highway engineer said: “I signed it. I wouldn’t have signed [the draft assessment] if, in my judgment, it didn’t meet federal standards. . .Nothing has been uncovered to discredit it. This is just a draft. You take the draft to public hearing, you give people a chance to comment, and then you address the comments. We’ve told those folks (the Friends of Old Route 211) that all their concerns will be answered in the final assessment.”
According to Mr. Phillips, VDOTs district engineer is still reviewing the transcript from the public hearing held in July at the Rappahannock County Elementary School and the written comments received in the 10-day period following that hearing. Sometime in October, the district engineer should make a recommendation on the Rt. 211 project to VDOTs chief engineer, J. S. Hodge.
Mr. Hodge will then give his recommendation to the members of the Commonwealth’s Transportation Board, who will have also reviewed the hearing transcript and other records. Finally, the board will decide, probably in late October or early November, whether to proceed with the dual-laning, Mr. Phillips said.
