The permit “only constituted three acres of disposal area, and that’s all it constituted,” Mr. Wright said in a telephone interview Tuesday. “Basically all that permit did for you was buy you two years. It didn’t buy you a long term solution. . .Unfortunately, the county has spent good money on land, construction and design (before discovering the rock missed by Mr. Joyce’s soil borings).

“It’s a shame you didn’t get more area. If you all had come out of this with 10 acres (permitted), I’d say you’d be in good shape for the next 20 or 30 years.” But as it stands right now, Rappahannock is assured only of “two years’ relief at a very expensive cost,” Mr. Wright added.

“On the short-term basis, you have a place to put your garbage. . .On the long-term basis, something has to be done expeditiously” to begin the permitting process for additional areas of the 99-acre tract, the technical services chief continued, adding that he has relayed this to both the county and the citizens’ group. A full set of geotechnical studies will be required, he said, before additional fill area can be approved through “a revision or amendment” to the original permit.

However, Mr. Wright acknowledged that the “detailed soils analysis, borings, etc.” required for approval of the redesign is essentially the same as what is called for with a new permit.

Approval for the next phase will take from six to 18 months, Mr. Wright said, noting that he has advised the county to begin work immediately. “Now is the time to start identifying future disposal areas. . .so that you don’t run out of landfill space in two years.”

Assessing the balance of the tract, he said “some areas look dubious for landfilling” while “portions have a good potential for future usage.” But that potential must be confirmed with “extensive geotechnical work done with soil borings.” The original soil borings done by Joyce Engineering “weren’t indicative of what was there. They missed the rock,” and so the original design plan for trench disposal couldn’t be consummated, Wright said, adding the rock presence is why the permitted area is limited to three acres.

Mr. Joyce’s contention that the county will still be able to get at least 30 years of landfill life from the Stover tract, and possibly as many as 50 years with a higher elevation for an area fill, “may be true,” Mr. Wright said. An area fill — whereby the trash is deposited on a ground level liner and built up — is acceptable in theory, the chief of technical services said. “But whether tneiVe'*^ enough soil on additional portions would have to be documented,” he added, noting thqt-an adequate soil balance to “borrow” for an area fill has been proven only ftjr the 3.6 permitted acres. An area fill “may or may not” be possible elsewhere, Mr. Wright repeated, “it depends on how close the rock is to the surface, it depends on the water table.”
