The planners are also responsible for oversight and periodic revisions of the town’s comprehensive plan, which lays out the guiding philosophy of the town and its government.
Mrs. Young, who lives on Mt. Salem Avenue with her husband, Dr. William Young has been a full-time town resident since last year, and has owned property in town for six years. Prior to that, they lived on a farm in Castleton for 26 years.
Mrs. Young is a realtor with Eileen Day Realtors of Washington. She has a degree in sociology and a graduate degree in social services administration, with an emphasis in community organization.
Dr. Young maintains his psychiatric practice in the Rappahannock Medical Center.
“I am a believer in thoughtful planning,” Mrs. Young said. “Spontaneous, quick decisions are the anathema of good planning.”
“I want to keep the basic heterogenous makeup which has always characterized Washington — to prevent the town from becoming a homogenous, ultra-chic community.
“We need to find a way to allow the older, long-term residents to stay, rather than being forced out by virtue of higher taxes,” Mrs. Young said. “The main emphasis (of the commission) should be to remain philosophically as the town
