Battalion Chief Dennis L. Rubin will be the guest speaker at the annual dinner meeting of the Rappahannock-Rapidan Emergency Medical Services Council on Tuesday, July 25, at the Lakeside Club House in Culpeper.
Chief Rubin will discuss recruitment and retention of fire and rescue volunteers. He has lectured at the state, local, and national levels.
Chief Rubin currently is with the Chesterfield Fire Department and is an instructor for the Virginia Department of Fire programs.
