He holds an A.A.S. degree in' Fire Science Management from Northern Virginia Community College and a B.S. degree in Fire Administration from the University of Maryland. Formerly, he was a field instructor with the Maryland Fire and Rescue Institute. He also has served as a line firefighter and officer with the Washington, D.C., and Fairfax, Virginia, Fire Departments.
Chief Rubin has written more than 30 fire service magazine articles relating to training, operations, and safety.
