Mr. Luke told the supervisors, “My sense was that this board is not wild about creating an ARB. It seemed to be a sticking point, and it would be very cumbersome to do this by concurrent zoning amendments.”

They also considered simply declaring that when the town boundary divided a property it created two lots, but they were concerned that that approach could also be applied to parcels cut by the boundary between Rappahannock and Culpeper counties and that it would create many non-conforming lots.

The three finally agreed that the best approach would be to allow the towm boundaries to be extended to take in small parts of parcels left in the county by the creation of the current town-county boundary in 1984. Only parcels that were lots of record
