The Fox Creek Golf Course and Country Club moved a small step closer to realization when the Planning Commission agreed last week that with three additional parcels the owner would be entitled to seven lots plus a residue which could hold a golf course and lodge.
Only a bare majority of the planners agreed with this position, and all made it clear that they were a long way from recommending that a special exception be granted to locate a golf course on the property on U.S. 522 east of Woodville.
Dr. Berkley Rish of Norfolk first presented his application to locate a golf course on his 138-acre property near Scrabble in January, As a condition of the application Dr. Rish needs special exceptions for the golf course, for the clubhouse lodge with its planned 20 bedrooms and a 50-seat dining room, and for subdivision of house lots of less than 25 acres.
At the commission’s public hearing on the application concerns were raised about pollution caused by pesticides and fertilizer on the golf courses and about the adequacy of the water supply for irrigating the golf course. The planners also asked Dr. Rish to submit a slope analysis to determine if the property could be divided into five lots.
The slope analysis showed approximately 40 acres of the property is in slopes of 25 percent or greater. Since only 30 percent of such steep land can be counted in computing allowed density, that left only 110 total acres, less than the 125 acres needed for five 25-acre lots -the minimum allowed in an agricultural zone.
