• Tax deferral: Localities will have the option of permitting their taxpayers to defer a portion of the real property tax increase under legislation submitted by Del. David G. Brickley, D-Prince William, and Sen. Clive L. DuVal III, D-Fairfax, and approved by the state.
• Smoking curbed: Smoking will be prohibited in all elevators, public school buses, hospital emergency rooms and cashier lines as the state’s first no-smoking ordinance goes into effect.
In addition, state and local government buildings, large retail stores and restaurants of 50 seats or more must provide no-smoking areas under the new law.
• November’s ballot: Virginia voters will decide this fall whether the state should float bonds to pay for road improvements.
If approved, the state could issue “pledge bonds” backed by specified revenues, for transportation needs. The question will be put to the voters on Nov. 6.
The bonds were once ruled illegal by the Virginia Supreme Court and required a constitutional amendment to be used.
• Speed check: Look out speeders. The state authorized law enforcement officials in Northern Virginia the use of an unlimited number of VASCAR speed check systems.
The high-tech radars can not be spotted by radar detectors and have proved the be extremely accurate and effective, according to state police.
Out of 433 tickets issued last year using VASCAR, there have been 431 convictions, reports Waddell, who introduced the legislation. Prior to this legislation, the police were limited to two VASCAR systems.
